Aerating the tank during fish-in cycle #1
On the article one of the suggestions is to keep good aeration to oxygenate the water.

How do I go about doing this?

I’m currently doing a fish-in cycle (roughly 10 days into it) and want to do whatever possible.

Also, as per advice from the same article, I’m using Seachem Prime and have a Seachem Ammonia Alert.

It says to double dose on Prime enough for an entire tank. I have 60 litres of water in my 74 litre tank (the rest being a plant substrate and aquarium pebbles). So a dose for 60 litres is 1.5ml. Am I to dose it with 3ml every time I do a 25% w daily water change?

Good aeration = make sure your filter outflow is at water surface level ie where it produces best agitation and oxygenation.

Yes, 3ml in that case would be correct dosage.
