It wouldn't do any harm to try either Dr Tim's One and Only or else Tetra Safestart - but there's no guarantee that there would be of any benefit as it's down to whether the products have been stored correctly between manufacture and use.

Okay, I've done the Gh & Kh test with API liquid test and both of them are actually beyond the range of the kit i.e it took more than 12 drops in each test tube to turn the water the desired colour, so the values are above 214ppm.

What does this actually mean for me in layman's terms?

Your 13.9 dH (German) tap water is hard but not excessively hard, and equates to about 250 CaCO3 or ppm. Just to check that you're not using anything that might be affecting this further, what type of substrate are you using? (e.g. coral sand can make it harder.)

Assuming everything is ok I’ve ordered a bottle of the Fluval Cycle in hope that it’ll kickstart the process.

I started adding the Fluval Cycle as per the instructions, dosing 25ml per 40l, a day later there was still no Nitrites so I tipped the whole bottle in and now, finally, I have Nitrites at last! Current levels are 1ppm so hopefully this will now continue without issues.

Re: Fishless cycle is just not working, guidance needed.... #18
I just wanted to give an update on this cycle but I think it has stalled.

I've just tested both ammonia and nitrite and nitrite is showing 0ppm and I tested it twice. There has been a constant source of ammonia, and I've been extra cautious about this, making sure it doesn't run out. Is it possible that nitrites are at a high level but the test kit doesn't recognise this, or has the cycle stopped? Surely I should be getting some kind of nitrite reading?

Check your nitrate in the tank and from the tap. If the tank is higher than tap your nitrite is possibly going straight to nitrate. Post the readings here for further advice.

Okay, nitrates straight from the tap is between 10-20ppm, nitrates in the tank looks more like 160ppm, the darkest red on the chart, but I always struggle to match the colours with nitrates.
