Teeny tiny goldfish...

Hi, three years ago I had the lovely surprise of some goldfish fry hatching in my main tank. I quickly set up a nursery tank for them, and although of the seven I saved, five went on to develop swim bladder issues and sadly died, three survived and were transferred to a 240L tank at around the age of ten weeks.
Two of them continued to grow at the expected rate and are now the size of their parents. One, however, seemed to stop growing at the four week stage and stayed that size for about six months. Three years later he is still only just over an inch long and is the same size now that his brothers were at twelve weeks! He seems happy and joins in with his brothers when they explore and sift through the gravel...although he is too small to do that himself. They have all been fed a selection of Hikari baby pellets, dried daphnia, peas, broccoli and cucumber for the past three years (although Little Fry only eats the daphnia and bits of pea and broccoli that float around the tank from the others ripping bits off), and I can't understand what has caused his lack of growth.
He's really cute and seems a happy little fish. He comes over to nibble my hand during water changes and cleaning, and doesn't seem to suffer from being so small...other than still being unable to eat the baby pellets.
I'm not worried about him as he seems content. But just wondered if anyone else had ever experienced this, or if I really do have the world's smallest goldfish, lol?
