The lack of cover might at least partially account for the problem - it will certainly be a help having a cover on.
However, the filter is most likely going through its cycling process, in which case you should follow Fishlady's advice as per earlier in this thread.
I would also advise getting an ammonia test as it will be crucial to keep an eye on this both during the filter's cycling and regularly in the future - if there is ever a sign of fish being unwell or acting strangely, the first 'port of call' ought to be to check the ammonia, nitrate and nitrite levels, and rectify accordingly as almost all problems are accountable for by an anomaly in one or more of these levels.
