I would recommend putting a concrete base in, doesn't really need to be very deep so it wont cost much, just use a load of ballast in the mix & put a layer of sand on top of the finished base, or polystyrene. Make sure when you fix the sleepers together you do a really good job, the last thing you want is them moving about, because the water will put a heck of a lot of pressure on them.
Also I am in the process of building my new pond, and it's the first time i've ever purchased a box welded liner (firestone) and I would highly recomend it, possibly the best thing i've ever done.
