Feed at least four times a day until they are 2cms long, then reduce to twice a day. Keep on with the water changes - this is especially important where you have no test kit.

Okay... my moina don't produce fast enough for these guys xD I'm running really low on moina now..gotta buy it from lfs :P

Can I do water change once every 2 days? I Don't have enough time

It's up to you of course, but without the ability to test for ammonia/nitrite/nitrate I personally would not risk it. If you can't test the water conditions it's safer to assume the worst and do more water changes to be safe.

The problem with lowering it with ice is that it can be rather drastic and end up with fluctuations - fry will not do well with the temperature changing a lot. Though your local temp is really too high, it's better to have stability at the moment.
